我国实验动物福利的发展和未来展望

The development and future expectation of laboratory animal welfare in China

西方等发达国家已经建立了一套成熟的动物福利管理与法规制度体系。如今,伴随我国综合国力的日益增长,新兴科技创新及产业创新与日俱增,随之带来的实验动物相关科研活动的伦理风险和福利监督挑战越来越大。本文从东西方的动物福利起源开始,讨论西方发达国家与我国近现代动物福利体系的发展历程和差异点,同时结合2023年10月出台的《科技伦理审查办法(试行)》,力求为我国实验动物福利体系的未来发展提供一定的参考。

The developed countries have established a mature animal welfare management and legal system.Nowadays,with the increasing of China's comprehensive national strength,scientific innovations are emerging and industrial innovations day by day.In the meantime,more and more ethical risks and welfare challenges on related animal experimental activities are calling our attention,however.Based on the origin of animal welfare systems in the western and eastern countries,this paper discusses the development process and differences in establishing modern animal welfare systems between the developed countries and China.Then,by referring to the “Measures for the Ethical Review of Science and Technology(Trial)” issued in October 2023,the paper put forward some proposals for reference in the future development of China's laboratory animal welfare system.
