RCEP数字贸易竞争力的比较研究及对中国的启示

Comparative Study of RCEP Digital Trade Competitiveness and Implications for China

《区域全面经济伙伴关系协定》的签署标志着世界上最大的自由贸易区正式成立,其中涉及到数字贸易的条款更是对全球数字贸易规则的制定和发展有着重要的借鉴意义。本文以数字贸易为研究对象,通过测度RCA指数、TC指数和MS指数探究RCEP成员国数字贸易竞争力的强弱并对比分析,得出RCEP各国在数字贸易上存在基础设施不足、贸易成本较高、创新度较低和人才匮乏等问题,并针对性地对中国数字贸易发展提出了增强数据保护与健全数据跨境流动规则;以建立多边经贸关系协定为契机,共建数字贸易规则;大力发展智能制造引领数字贸易高质量发展和鼓励人才交流,提升数字技术创新能力等建议。

The signing of the Regional Comprehensive Economic Partnership Agreement(RCEP)marks the official establishment of the world's largest free trade ar⁃ea,in which the provisions related to digital trade are of great significance for formulat⁃ing and developing global digital trade rules.With digital trade as the research point,this paper explores and analyzes the strengths and weaknesses of digital trade competi⁃tiveness of RCEP member countries by measuring the RCA index,TC index,and MS in⁃dex,and concludes that there are problems such as insufficient digital trade infrastruc⁃ture,high digital trade cost,low digital trade innovation and lack of human resources in the RCEP countries in terms of digital trade.It puts forward four recommendations for the development of China's digital trade,including enhancing data protection and im⁃proving the rules of cross-border data flow,taking the establishment of multilateral eco⁃nomic and trade relations agreements as an opportunity to build digital trade rules,vigor⁃ously developing intelligent manufacturing to lead the high-quality development of digi⁃tal trade,and encouraging exchanges of talents to enhance the innovation capacity of dig⁃ital technology.
