民族地区乡村基层社会治理的发展研究

Research on Development of Rural Grass-roots Social Governance in Ethnic Areas

随着《乡村振兴战略规划(2018—2022年)》的文件印发,关于乡村自治问题的研究又进入了热议的状态。由于民族地区在文化、经济、生态等方面具有异于其他地区的特征与问题,所以在乡村基层社会治理方面也存在着很多问题。在对民族地区乡村基层社会治理采取法律举措时应当从以下方面入手:坚持党的领导;发挥法律的作用;自治德治法治相结合;与时俱进;结合自身的实践与特点;建立体系。

With the issuance of Rural Revitalization Strategic Plan(2018-2022),the research on the issue of rural governance has entered a hot state.Due to the characteristics of ethnic areas which are different from other areas in cultural,economic,ecological and other aspects,there are also many problems in rural grass-roots social governance.Measures should be taken to carry out rural grass-roots social governance in ethnic areas:adhering to the leadership of the Party;giving a play to the role of law;making the combination of autonomy,morality and rule of law;keeping pace with the times;combining with their own practice and characteristics;establishing a governance system.
