生态立县引领县域经济向绿色发展转型研究——以福建省武平“全国林改第一县”为例

Research on Ecological County Leading the Transformation of County Economy to Green Development——Taking Wuping,Fujian Province as an Example,as the“National First County for Forest Reform”

2002年,面对“林业五难”问题,武平县在全国率先探索将集体山林分山到户,推动林改领跑福建省和全国。武平县由此被誉为“全国林改第一县”。林改以来,武平“生态立县”战略部署取得实效。2018年10月,武平县被福建省生态环境厅授予“省级生态县”称号。2020年,武平县被生态环境部命名为国家生态文明建设示范县,为县域经济绿色发展打下扎实基础。武平县是典型的山区县、林区县,从其提出的“生态立县”理念、战略进行研究,可以为广大山区、林区等欠发达地区加快绿色发展转型提供一定的参考。

In 2002,facing the“Five Difficulties in Forestry”issue,Wuping County took the lead in exploring the division of collective mountain forests into individual households nationwide,promoting forest reform to lead Fujian Province and the whole country.Wuping County is thus known as the“National First County for Forest Reform”.Since the forest reform,the strategic deployment of“ecological county”in Wuping has achieved practical results.In October 2018,Wuping County was awarded the title of“Provincial Ecological County”by the Fujian Provincial Department of Ecology and Environment.In 2020,Wuping County was named as a national demonstration county for ecological civilization construction by the Ministry of Ecology and Environment,laying a solid foundation for the green development of the county economy.Wuping County is a typical mountainous and forest area county,studying the concept and strategy of“ecological county”proposed by Wuping County can provide a certain reference for accelerating the transformation of green development in underdeveloped areas such as mountainous and forest areas.
