新型冠状病毒肺炎定点收治医院的人员管理对策初探

Preliminary Study on Personnel Management in Designated Hospitals for Corona Virus Disease 2019

目的为新型冠状病毒肺炎(简称新冠肺炎)定点收治医院的人员管理提供参考。方法从入职人员岗前管理、人力资源调配与岗位管理、人员休整交接与隔离期管理等环节入手探讨医院人员管理细则。结果与结论入职人员岗前管理环节应包括入职人员健康体检、岗前培训、病区分层收治,人力资源调配与岗位管理环节包括病区日常工作管理、科室内岗位培训、定岗定则、统一弹性排班、应急处理管理、工作人员心理干预,人员休整交接与隔离期管理环节应注重安全保障及禁止流动等内容。新冠肺炎定点收治医院在确诊病例及疑似感染病例治疗及护理工作中发挥着重要作用,做好全过程管理,能提升工作人员凝聚力及团队战斗力,打造专业化应急队伍,更好地投入到疫情防控工作中。

Objective To provide a reference for personnel management in designated hospitals for Corona Virus Disease 2019(COVID-19).Methods Starting from the pre-job management of employees,human resource allocation and job management,personnel rest and handover,and isolation period management,the detailed rules for hospital personnel management were investigated.Results and Conclusion The pre-job management process for new employees should include physical examination,pre-job training,and hierarchical admission in the ward.The human resource allocation and job management process should include daily work management in the ward,departmental job training,fixed job and rules,unified flexible scheduling,emergency response management,staff psychological intervention.Attention should be paid to safety guarantees and prohibition of movement in the personnel rest and handover,and isolation period management.The designated hospital of COVID-19 plays an important role in the treatment and nursing of confirmed cases and suspected cases of infection.Doing a good job in the whole process management can improve the cohesion of staff and team combat effectiveness,build a professional emergency team,and better invest in the prevention and control of epidemic situations.
