摘要
我国高校继续教育经过近四十年的实践探索,经历了学历继续教育、学历继续教育与非学历继续教育并存,到今天学历继续教育向非学历继续教育转型三个阶段。由于非学历继续教育先天的边缘地位导致高校对继续教育定位的模糊和摇摆,后天的培训导向导致其教育初心的淡化和偏离,以及高校非学历继续教育还处于初期发展阶段等因素的叠加,使得当前高校非学历继续教育在发展过程中表现出过度市场化、持续边缘化以及规范化和专业化不足等问题。只有从国家宏观层面加强政策引导、学校层面明确其职能定位、继续教育自身层面推进规范化管理和标准化运营,才能确保高校非学历继续教育持续健康发展。
After nearly forty years of practice and exploration,the continuing education in Chinese colleges and universities has experienced three stages:academic continuing education,the coexistence of academic continuing education and non-academic continuing education,and the transition from academic continuing education to non-academic continuing education.Due to the inherent marginal position of non-academic continuing education,the university s positioning of continuing education is blurred and swayed.The acquired training orientation leads to its own dilution and deviation from the original intention of education,and the non-academic continuing education in colleges and universities is still in the initial stage of development.The superposition of factors makes the current non-academic continuing education in colleges and universities show excessive marketization,continuous marginalization,and insufficient standardization and specialization in the development process.Only by strengthening policy guidance at the national macro level,clarifying its functional positioning at the school level,and promoting standardized management and operation at the level of continuing education itself,can we ensure the sustainable and healthy development of non-academic continuing education in colleges and universities.
