省际竞争视域下“强省会”战略的逻辑生成、路径选择与分异趋向

On the Strategy of“Strong Provincial Capital”from the Perspective of Interprovincial Competition Logic Generation,Path Selection,and Differentiation Trends

实施“强省会”战略是当下中国省际竞争中一种普遍的省域发展战略选择。“强省会”战略有其自身的生成逻辑,是历史逻辑、理论逻辑和实践逻辑的辩证统一。顺应省际竞争趋势和城市发展规律,“强省会”战略的实施路径主要包括拓展发展空间、吸附发展要素、创设发展平台、提升发展能级,分别旨在提升资源的承载力、集聚力、整合力、辐射力。“十四五”及今后一个时期,“强省会”战略实践形态的省际分异趋向将愈加显著,除了少数省份继续推行单一的“强省会”模式外,更多的则是“强省会+”模式,即“强省会”仍是既定方向,但同时也会给予省域副中心城市更多的政策关注和资源支持。

Implementing the“Strong Provincial Capital”strategy is a common provincial development strategy choice in current inter provincial competition in China.The strategy of“strengthening the provincial capital”has its own generative logic,which is a dialectical unity of historical logic,theoretical logic,and practical logic.In line with the trend of inter provincial competition and the laws of urban development,the implementation path of the“strong provincial capital”strategy mainly includes expanding development space,absorbing development elements,creating development platforms,and enhancing development levels,aiming to enhance the carrying capacity,cohesion,in⁃tegration,and radiation of resources.During the 14th Five Year Plan and the coming period,the trend of inter provincial differentiation in the practice form of the“strong provincial capital”strategy will become increasingly significant.Apart from a few provinces continuing to implement a single“strong provincial capital”model,more will be the“strong provincial capital+”model,which means that“strong provincial capital”is still the established direction,but at the same time,it will also provide more policy attention and resource support to provincial sub central cities.
