Exploration on Administrative Procuratorial Work Aided by Big Data

检察机关依托大数据办案已成为一种新型办案思路,这是新形势下检察机关适应时代发展的产物,符合当下“检察大数据战略”对检察工作新形式、新任务的要求,这是重大政治任务,也是必然要求。一直以来,行政检察工作多是依靠坐堂阅卷查办案件,因此普遍存在案件线索发现难、监督方式单一、部门信息壁垒等问题,传统的办案方式不能适应行政检察工作发展要求。为解决上述问题,检察机关以提质增效为目的,通过“大数据+头脑风暴”[1]配合分析研判、优化行政办案模式等举措,以非诉执行监督切入行政检察监督,在非诉执行监督上做实做深,促进行政检察业务和信息技术应用深度融合并行发展,推动形成行政检察监督新格局。

To handle cases with the aid of big data has become a new case-handling idea for procuratorates.It developed along with procuratorates'response to the development of the times under the new situation,in line with current"Big-data Strategy"for new forms and tasks of procuratorial work,and it's a major political task as well as an inevitable requirement.Traditionally,administrative procuratorial work mostly relied on sitting indoors to handle cases through reviewing files,therefore resulting in difficulties in discovering case clues,single supervision methods,information barriers between different departments,and many other problems.This traditional approach is no longer suitable for the development of current administrative procuratorial work.To address the above issues,procuratorial organs are striving to improve the quality and efficiency of administrative procuratorial supervision through"combining big data with brainstorming"in analysis and judgment,optimizing the handling modes of administrative cases,etc.Starting from the supervision on administrative nonlitigation execution,procuratorial organs are intensifying the efforts to achieve actual advancements in the procuratorial supervision on non-litigation cases,to promote the in-depth integration and parallel development of administrative procuratorial work with the application of information technology,and to form a new pattern of administrative procuratorial supervision.
