摘要
过去20年中,复杂网络和电磁环境带来的威胁、人工智能技术的高速发展对指挥和控制(C2)组织体系提出了新的挑战,导致当前的C2组织能力缺乏足够的敏捷性。阐述了C2组织敏捷性的相关概念和理解,开发一系列新的、可实现的概念及解决方案以提高在退化或受限制的网络电磁环境中C2组织的敏捷性。
Over the past 20 years,the threats posed by complex networks and electromagnetic environments,and the rapid development of artificial intelligence technology,have presented new challenges to command and control(C2)organizations,resulting in a lack of sufficient agility in the current C2 organizational capabilities.This paper describes the concepts and understandings of C2 organizational agility,and develops a series of new and feasible concepts and solutions to improve the agility of C2 organizations in a degraded or constrained network electromagnetic environment.
