基于生命周期视角的固废资源化温室气体减排效益核算研究

Research on Accounting of Greenhouse Gas Emission Reduction Benefit of Solid Waste Resource Utilization Based on the Perspective of Life Cycle

摘要 固废资源化不仅可以有效解决固体废物末端处置带来的环境问题,还具有减少原生材料使用从而间接减少环境影响的潜力。核算固废资源化温室气体减排效益是我国推进“无废城市”建设和协同减污降碳工作的重要基础。结合固废资源化行业特点,基于生命周期视角提出固废资源化温室气体减排效益核算方法,并给出应用建议:可参考本研究完善我国固废资源化温室气体减排效益核算体系,推动有关标准的出台;对各类固废开展资源化温室气体减排效益核算,加强固废领域的信息化建设;监督固废资源化行业全产业链温室气体减排,形成具有中国特色的固废资源化温室气体减排模式。 Solid waste resource utilization can not only effectively solve the environmental problems caused by the end treatment of solid wastes,but also has the potential to reduce the use of primary materials and thus indirectly reduce the environmental impact.Accounting solid waste resource utilization greenhouse gas(GHG)emission reduction benefit is an important basis for promoting the construction of Zero-Waste city and collaborative reduction of pollution and carbon emissions.Combining the characteristics of solid waste resource utilization industry,the method of accounting for GHG emission reduction benefits of solid waste resource utilization is proposed based on the life cycle perspective,and application suggestions are given:this study can be referred to improve China′s solid waste resource utilization GHG emission reduction benefits accounting system and promote the introduction of relevant standards;carry out resource utilization GHG emission reduction benefits accounting for various types of solid waste and strengthen the information construction in the solid waste field;supervise the GHG emission reduction of the the entire industrial chain of solid waste resource utilization industry,and form a GHG emission reduction model of solid waste resource utilization with Chinese characteristics.
