浙江省规模化畜禽养殖场氨排放管控标准探讨 被引量:1

Discussion on Ammonia Emission Standards for Large-scale Livestock and Poultry Farms in Zhejiang Province

摘要 为加快推进畜禽养殖业氨的排放管控,研究以浙江省规模化养殖场氨排放管控为切入点,基于排污许可证中重点管理的畜禽养殖场的氨管控情况和浙江省典型万头养殖场氨的治理情况,详细探讨分析开展畜禽养殖氨的排放管控的可行性。研究发现浙江省通过对大型规模养殖场采取源头控氨、过程减氨和末端治氨等综合治理方式能有效管控畜禽养殖业氨的排放;结合氨排放与恶臭协同治理的需求、相关涉氨标准的借鉴,初步提出了以无组织排放管控为主,有组织排放管控为辅的管控方式,其相应的管控限值分别为0.4 mg/m^(3)和20 mg/m^(3)。另外,本研究也提出了加快扩大畜禽养殖氨总量减排范围、出台畜禽养殖业地方标准的起草技术指南等对策建议。 For the purpose of accelerating the ammonia emission control of livestock and poultry breeding,this study taken the large-scale farm′s controls in Zhejiang Province as an entry point,which was major ammonia emission sources.Based on the organized and fugitive emission of ammonia in priority farms and the treatment of ammonia in typical 10000-heads farms in Zhejiang Province,the feasibility of carrying out ammonia emission control of livestock and poultry breeding was discussed and analyzed in detail.The results showed that Zhejiang Province has effectively controlled the emission of ammonia in large-scale livestock and poultry farms through comprehensive treatment methods such as source prevention,process ammonia reduction and terminal ammonia treatment for large-scale livestock farms.In combination with the needs of ammonia emission and odor pollutants collaborative treatment and the reference of relevant ammonia-related standards,a management method based on fugitive control and supplemented by organization was preliminarily proposed,and the limits of ammonia fugitive and organized emission were determined to be 0.4 mg/m^(3) and 20 mg/m^(3),respectively.In addition,this study also puts forward suggestions to accelerate the expansion of the scope of total ammonia emission reduction in livestock and poultry breeding,and the issuance of technical guidelines for the drafting of local discharge standards for livestock and poultry breeding.
