摘要
数据是新基建发展的“土壤”,共性基础设施建设促进了产业间数据的密切交互,也带来了海量化、耦合化的数据形态。目前,传统的数据规制方式已无法满足新基建数据动态发展的需要。文章建立了一个基于数据生命周期的管控框架,旨在更好地了解数据的特征,从而更好地对其进行控制,其中根据相关的法律法规和技术标准,详细讨论了数据的来源、传输、存储、处理、使用和清理,并指出了数据治理的管控重点和方向。
Data is the"soil"for the development of new infrastructure construction,and the construction of common infrastructure promotes close interaction of data between industries,and also brings massive and coupled data forms.At present,traditional data regulation methods are no longer able to meet the needs of dynamic development of new infrastructure construction data.This article establishes a control framework based on the data lifecycle,aiming to better understand the characteristics of data and better control it.According to relevant laws,regulations,and technical standards,it discusses in detail the source,transmission,storage,processing,use,and cleaning of data,and provides the control focus and direction of data governance.
