Construction of Emergency Monitoring Capacity for Ecological Environment

突发环境污染事故一直是社会各界关注的重点。为有效应对环境污染突发事故,以具体的环境污染突发事件处置为实例,结合日常应急监测工作实际,从应急监测预案编制及实施、报告编制、人员组织、仪器设备保障等方面,分析了环境应急监测能力现状,总结了日常工作经验,提出了目前环境应急监测存在的主要问题和不足,并给出了相应改进措施,为环境污染事故处置提供参考。

Sudden environmental pollution accidents have always been a focus of attention from all sectors of society.In order to respond to environmental pollution emergencies eff iciently,this article takes specif ic environmental pollution emergency response as an example,combines with daily emergency monitoring work,analyzes the current situation of environmental emergency monitoring capabilities from the aspects of emergency monitoring plan preparation and implementation,report preparation,personnel organization,instrument and equipment support,and summarizes daily work experience.The main problems and shortcomings of current environmental emergency monitoring were proposed,and corresponding improvement measures were provided to provide reference for the disposal of environmental pollution accidents.
