摘要
有组织科研是高校充分发挥科技创新举国体制优势,建制化、成体系服务于国家发展战略的重要形式,发端于理工科领域的关键核心技术“卡脖子”问题,成熟于“大科学时代”协同创新的实践探索,并逐渐外溢到哲学社会科学领域,焕发新的生机活力。高校有组织科研是一项涉及认知协同、学科协同、资源协同、人才协同等全方位多角度协同的复杂性系统性工程,然而落实过程中高校在认知一致性、学科协调性、资源统筹性、评价适切性等方面存在问题,制约着有组织科研的纵深推进。对此,高校应从变革组织模式、创新科研服务、优化资源配置、完善评价体系等多个方面入手,通过内部体制机制改革切实担负起以高水平科研创新服务高质量发展的重要使命。
Organized scientific research is an important way for universities to fully leverage the advantages of the national system of scientific and technological innovation,and to serve the national development strategy through institutionalization and systematization.It originates from the key core technology“bottleneck”problem in the field of science and engineering,matures in the practical exploration of collaborative innovation in the“big science era”,and gradually overflows into the field of philosophy and social sciences,shining with new vitality.Organized scientific research in universities is a complex and systematic project that involves comprehensive and multi-dimensional collaborations such as cognitive collaboration,disciplinary collaboration,resource collaboration,and talent collaboration.However,in the implementation process,universities have difficulties in cognitive consistency,disciplinary coordination,resource coordination and evaluation suitability,which restrict the in-depth promotion of organized scientific research.In this regard,universities should start from various aspects such as changing organizational models,innovating scientific research services,optimizing resource allocation,and improving evaluation systems.Through internal system and mechanism reform,universities should effectively shoulder the important mission of providing high-quality development services with high-level scientific research and innovation.
