新型农业经营主体参与乡村治理的方式、问题与对策

A Research on the Approaches,Problems and Countermeasures of New Agricultural Management Entities Participating in Rural Governance

党的二十大报告强调“全面推进乡村振兴”。新型农业经营主体是推进乡村振兴的重要力量,其通过经济参与、政治参与和社会参与等多种方式参与到乡村治理的全过程,促进农民增收、实现治理民主化、提升治理效能。当前,新型农业经营主体参与乡村治理面临治理主体缺位、经营主体动力不足、制度供给不完善等问题。推进新型农业经营主体参与乡村治理,必须强化政府主导、提升农民主体地位、增强乡村文化价值认同、加强基层组织文化与制度建设,实现乡村善治和乡村振兴。

The report of the 20th CPC National Congress emphasizes“comprehensively promoting rural revitalization”.The main body of new agricultural management is an important force to promote rural revitalization.It participates in the whole process of rural governance through economic participation,political participation and social participation,increases farmers’income,realizes the democratization of governance and improves governance efficiency.At present,the participation of new agricultural business entities in rural governance is facing problems such as the absence of governance entities,the lack of motivation for business entities,and the imperfect supply of systems.To promote the participation of new agricultural business entities in rural governance,we must strengthen government leadership,enhance the dominant position of farmers,enhance the recognition of rural cultural values,strengthen the culture and system construction of grassroots organizations,and achieve good rural governance and rural revitalization.
