Energy transformation:The path to net zero--Overview of the 24^(th) World Petroleum Congress

以“能源转型:通往净零之路”为主题的第24届世界石油大会于2023年9月17日—21日在加拿大阿尔伯塔省卡尔加里市召开。该次会议主要就未来能源转型与发展进行了讨论,重点探讨了如何利用多种解决方案在保障能源安全的同时实现碳减排目标,并就油气行业能源转型达成多项共识:①油气公司清洁能源转型已是大势所趋,“先立后破”的推进方式得到广泛认同;②当前油气公司仍需增加油气产量和供应量,但前提是率先减少碳排放量;③油气公司能否顺利实现能源转型,取决于对技术的掌控度与经济可行性;④天然气作为清洁化石能源,在能源转型过程中扮演着重要保障和忠实伴侣的角色;⑤碳捕获与封存(CCS)和碳捕获、利用与封存(CCUS)等脱碳技术将升级为投资杠杆,进一步释放技术和政策潜力;⑥氢能成为该次大会的“宠儿”,蓝氢与CCS结合将成为碳捕集市场的推手;⑦受俄乌冲突对能源供需的影响,部分国家正设法加强保护自身的能源供应安全。基于参加该次大会的收获与体会,对中国油气工业发展提出建议:①结合我国能源发展的具体国情,加大国内油气稳产上产力度仍是近期能源发展的主旋律;②加大油气战略储备能力建设,主动应对极端环境挑战并保障油气稳定供给;③加强新能源、电气化的应用,因地制宜地实现油气生产过程中的能耗低碳化;④充分发挥油气工业发展的整体优势,积极布局并推动CCS和CCUS产业发展;⑤积极参与世界石油大会等国际交流,彰显中国智慧和负责任大国形象。结论认为,实现二氧化碳净零排放已成为全人类共同的责任,油气行业在推进能源转型的道路上应率先垂范。

The 24^(th) World Petroleum Congress,with the theme of"Energy Transformation:The Path to Net Zero",was held in Calgary,Alberta,Canada,during September 17^(th) to 21^(st),2023.At this conference,the attendees mainly discussed the future energy transition and development,focusing on how to use a variety of solutions to ensure energy security while achieving the goal of carbon emission reduction.Based on this,a number of agreements have been reached on the energy transition of the oil and gas industry.First,the clean energy transformation of oil and gas companies is surely the general trend,and the promotion mode of"standing before breaking"is widely recognized.Second,at present,oil and gas companies still need to increase oil and gas production and supply,but only if they take a leading role in carbon emission reduction.Third,the smooth energy transition of oil and gas companies depends on technological mastery and economic feasibility.Fourth,natural gas,as a clean fossil energy,provides an important guarantee and acts as a faithful companion in the process of energy transition.Fifth,decarbonization technologies such as carbon capture and storage(CCS)and carbon capture,utilization and storage(CCUS)will be upgraded to investment leverage to further release technology and policy potential.Sixth,hydrogen energy is the"favorite"of this conference,and the combination of blue hydrogen and CCS will become the driving force of carbon capture market.Seventh,due to the influence of the Russia-Ukraine war on energy supply and demand,some countries are making great efforts to ensure their own energy supply security.Based on the gains and experiences at this World Petroleum Congress,the following suggestions are made on the development of China's petroleum industry.First,focus on domestic specific conditions of energy development,and adhere to the principle that strengthening domestic oil and gas production stabilization and increase is still the recent theme of energy development.Second,increase strategic oil and gas reserve capacity,proactively respond to extreme environmental challenges,and ensure stable supply.Third,strengthen the application of new energy and electrification,and achieve low carbonization of energy consumption according to local conditions in the process of oil and gas production.Fourth,give full play to the overall advantages of the development of petroleum industry,and actively layout and promote the development of CCS and CCUS industry.Fifth,actively participate in international conference activities such as the World Petroleum Congress,and effectively manifest Chinese wisdom and the good image of a responsible great country.In conclusion,the net zero CO2 emission has become a common responsibility of all mankind,and the petroleum industry shall lead the way in promoting the energy transition.
