拉拢印度、制衡中国是美国“印太战略”的深层逻辑。在此战略背景下,印度对美国的地缘政治意义得到前所未有提升,美国对印度展开了丰富的高等教育外交实践。具体包括:加强印度向美国的人才流动,促进印度精英留学生留美,深化美印高新技术科研合作,建立校级伙伴关系,加强合作办学,促进两国语言互建,输出美国文化与价值观。教育外交作为一种独立的外交形式,在美国对印外交战略部署中占据不可替代的地位。它不是中立的教育活动,而是体现出鲜明的地缘政治色彩。美国对印度的高等教育外交以高新技术合作为中心,体现出两国高等教育合作的高水平和高质量。从实施结果来看,美国对印度的高等教育外交战略出现成效与目标之间的一定疏离。

The deep logic of the U.S."Indo-Pacific Strategy"is co-opting India and antagonizing China.Under the background of"Indo-Pacific Strategy",India's geopolitical significance to the U.S.has been unprecedentedly enhance.Hence the U.S has been carrying out diverse higher education diplomatic practice towards India,including strengthening the flow of talents from India to the U.S.,encouraging Indian elite students to stay in the U.S.,deepening cooperation in high-tech scientific research,establishing partnerships between universities partnership,promoting cooperative research,improving the mutual learning of languages between the two countries as well as exporting culture and values.As an independent instrument of diplomacy,education occupies an irreplaceable position in the U.S.whole diplomatic system towards India.It is not a neutral educational activity,but strongly influenced by geopolitics.It is highly centered on high-tech cooperation,reflecting the high-level and high-quality higher education cooperation between the two countries.However,there is a certain degree of alienation between the implementation results and the objectives of the strategy.
