摘要
21世纪以来,国际学生教育作为推进亚太区域经济一体化的重要途径备受亚太经合组织各成员的关注。为服务“教育共同体”发展战略、缩小贸易逆差、增进跨文化理解、提升高等教育国际化水平,亚太经合组织主要经济体制定并实施了一系列国际学生教育政策,大力发展国际教育,促进国际学生流入。国际学生工作与移民、高等教育质量保障、国外学历学位认证等政策体系日趋完善,主要经济体的国际学生规模不断扩大,经济体间的学生流动性持续增强,国际学生学历层次逐步提高。亚太经合组织主要经济体充分认识国际教育的重要战略意义,将吸引国际学生纳入发展战略;注重高等教育质量提升,打造特色留学生教育品牌;关注国际学生需求,优化国际学生管理与服务体系。
Since the beginning of the new century,international student education has attracted great attention among APEC members as an important way to promote the economic integration of the Asia-Pacific region.In order to serve the development strategy of building education community,narrow the trade deficit,enhance cross-cultural understanding,and improve the internationalization of higher education,major APEC economies have formulated and implemented a series of international student education policies to vigorously develop international education and promote the inflow of international students.Policy systems such as international student work and immigration,higher education quality assurance,and foreign academic degree authentication have been improving.The scale of international students in major economies has gradually expanded,student mobility among APEC economies has continually strengthened,and academic level of international students has steadily improved.APEC economies fully recognize the strategic significance of international education,and incorporate international student attraction into their national strategies;focus on improving the quality of higher education,and create a distinctive international student education brand;pay attention to the needs of international students,and optimize the international student management and service system.
