Research on the Theoretical Connotation and Development Strategies of Innovative Governance:Taking the Management Practice of Guangdong Province as an Example

创新治理是国家创新治理体系和治理能力现代化建设的重要方面,是新时期推进科技体制改革的重点方向。为推动广东省创新治理体制建设,从顶层设计、监督评估、资源配置、创新环境等角度分析了广东省创新治理的管理实践和存在问题,并提出了优化对策建议,包括要协调多元创新治理主体互动,推进科技项目专业化管理,完善监督评价机制,优化创新资源配置等,为完善广东省创新治理体系,激发创新主体效能提供了有力支撑。

Innovative governance is an important aspect of the modernization of the national innovation governance system and governance capacity,and is a key direction for promoting the reform of the science and technology system in the new era.In order to promote the construction of innovation governance system in Guangdong Province,this paper analyzes the management practices and existing problems of innovation governance in Guangdong Province from the perspectives of top-level design,supervision and evaluation,resource allocation,and innovation environment,and proposes optimization countermeasures and suggestions,including coordinating the interaction of multiple innovation governance entities,promoting professional management of science and technology projects,improving supervision and evaluation mechanisms,and optimizing innovation resource allocation.In order to improve the innovation governance system in Guangdong Province,provide strong support to stimulate the effectiveness of innovative entities.
