网络社会中民族事务治理的特征、困境与行动路径——基于群际接触理论

The Characteristics,Dilemmas and Action Paths of Ethnic Affairs Governance in the Network Society——An Analysis Based on Intergroup Contact Theory

如何实现民族事务治理体系和治理能力现代化是当前亟须探讨的理论和实践问题。基于互联网技术和信息技术开辟的网络社会,是中国民族事务治理的重要场域。各民族群众在此形成了一种超越物理时空限制的虚拟接触,为推进民族事务治理现代化提供了新的思路和视角。在厘清网络社会中民族事务治理特质的基础上,针对当前涉民族网络信息传播效果泛化、舆情监测分析缺位以及网络民族交往层级递进凝滞等治理困境,提出打造铸牢中华民族共同体意识传播阵地、完善网络民族舆情动态监管机制、增加各民族网络社交圈层链接的路径设计,满足网络民族虚拟接触的最优解,进而助推网络民族工作迈上新台阶。

How to modernize the governance system and capacity of ethnic affairs is an urgent theoretical and practical issue that needs to be explored.The network society based on internet technology and information technology is an important battlefield for ideological work in the new era and an important field for the governance of ethnic affairs in China in which the masses of all ethnic groups form a virtual contact that transcends physical time and space limitations.This unique network intergroup contact method has provided new ideas and perspectives for promoting the modernization of ethnic affairs governance.On the basis of clarifying the characteristics of ethnic affairs governance in the newwork society,in response to the current governance challenges such as the generalization of ethnic network information dissemination effect,the absence of public opinion monitoring and analysis,and the progressive stagnation of network ethnic communication levels,starting from guiding active network contact,reducing negative network contact,and deepening active online contact,it proposes to build a solid foundation for the dissemination of the sense of community for Chinese nation,improve the dynamic supervision mechanism of online ethnic public opinion,and increase the path design of links in various ethnic network social circles to help promote online ethnic work to a new level.
