The Significance,Challenges and Promotion Suggestions of Greater Efforts to Attract and Utilize Foreign Investment

当前,全球范围内的外商投资规模总体增长乏力,发达国家、新兴经济体和发展中国家都把吸引和利用外资作为政策重点。尽管我国吸引外资长期向好的趋势并未改变,但面临的形势和存在的问题依然非常复杂艰困。更大力度吸引和利用外资,是贯彻习近平经济思想的重要实践,事关加快构建新发展格局、推进高水平开放和推动高质量发展,是当前经济工作中的重大问题之一。要把优质存量外资留下来,把更多高质量外资吸引过来,最大限度挖掘国内、国际两个市场和两种资源的潜力,在坚决贯彻党的二十大作出的重大决策部署前提下,文章建议进一步做好营造良好外部氛围、持续扩大市场准入等九方面工作。

At present,the overall growth of foreign investment worldwide is sluggish.Attracting and utilizing foreign investment is regarded as a policy priority by developed countries,emerging economies,and developing countries.Although China's long-term positive trend in attracting foreign investment has not changed,the situation and existing problems it faces are still very complex and difficult.Making greater efforts to attract and utilize for-eign investment is an important practice in implementing Xi Jinping􀆳s economic thoughts.It is related to accelera-ting the construction of a new development pattern,promoting high-level opening and promoting high-quality de-velopment.It is one of the major issues in current economic work.To retain high-quality foreign investment,at-tract more high-quality foreign investment,and maximize the potential and resources of both domestic and interna-tional markets,on the premise of resolutely implementing the major decisions and arrangements made by the 20thNational Congress of the Communist Party of China,this article recommends further efforts in nine aspects,inclu-ding creating a good external atmosphere,continuing to expand market access,etc.
