西部高校高层次人才引进的实然之困与纾解之道——基于西部六校高层次人才引进政策的考察

摘要 西部高等教育振兴的关键在人才,但一直以来西部高校在人才引进上常处于劣势。鉴于此,选取西部六校的高层次人才引进政策进行对比分析,发现在引才目标、引才导向和引才方式上存在诸多问题,由此导致西部高校人才流失的集体焦虑,西部高校振兴发展之路受阻,以及西部高校特色化办学不足等不利后果。为破解这些困境,必须规范人才称号,促使其回归学术和荣誉本源;引导人才规范有序流动,平衡地区人才流动差异;变“输血”为“造血”,引导西部高校走特色发展道路。 The key to the revitalization of higher education in the western region lies in talents,but universities in the western region have always been at a disadvantage in the introduction of talents.This paper selects high-level talent introduction policies of six universities in the western region for comparative analysis,and finds that there are many problems in the goal,guidance and method of talent introduction,which led to the collective anxiety of talent loss,the obstruction of the revitalization and development of the western universities,and the lack of characteristic education in the western universities.To solve these difficulties,it is necessary to standardize the title of talents,and promote them to return to their academic and honorary origins;guide the standardized and orderly flow of talents,balance the differences in regional talent flow;transform“blood transfusion”into“hematopoiesis”to guide western universities to develop with distinctive characteristics.
