摘要
世界银行于2023年正式启动新营商环境指标项目,在评估目标、方法及主题内容等方面,较之以往均有显著革新,这将是我国营商环境以评促改的又一重要契机。当前新指标项目仍处于正式施行的起步阶段,首要之务即在于对新指标的法治内涵、评价体系以及制度逻辑等核心问题加以精准把握,并对实施方法进行科学考察,以备新一轮的指标考评。未来有必要围绕规则体系、公共服务以及实效性等方面,审视我国现有营商环境法治体系中的薄弱环节,继而通过修法方式对标世界范围内的最优实践做法,助力规则的科学制定以及有效实施。如此,将有助于持续提升我国营商环境法治化水平、推动经济高质量发展,并促进政府公共服务质量等方面优化提升。
With significant innovations in goals,methodology and indicators,the World Bank Group formally launched the new B-READY Project in 2023,which will be another opportunity for China to improve its Business Environment by evaluation for private sector development.At present,it is urgent for China to accurately grasp the core issues of the recently launched project,which is stll in its initial stage of implementation,so as to well prepare for a new round of assessment of the business and investment climate in China.Specifically,by focusing on the three pillars or the B-READY project,including regulatory framework,public services and efficiency of each indicators,gaps and weakness in the existing rule of law system of China's business environment shall be better assessed.By focusing on the best practices and internationally recognized standards,legislative amendments and effective implementation in China would be accomplished in a systematic and ideal way,thereby continuously improving China's business environment,upgrading the quality of public services,and boosting the economy development.
