摘要
全过程人民民主在基层落地既是一个理论问题,又是一个实践问题。通过对上海市三个社区的调查,其实践过程和结果有效回应了学界关于全过程人民民主的三重属性说,民主形式多样化在上海社区实践中得到了进一步验证。案例比较研究发现,全过程人民民主在社区的实现路径虽存在差异,但党建引领、制度建设与基层自主性均为其中的关键。进一步的案例分析则发现,全过程人民民主的实现包括了如上三个路径中的一个或多个,呈现出实践路径多样化的特征。这些发现与结论对于全面推动全过程人民民主和塑造基层治理共同体提供了富有想象力的参照价值。
The localization of whole-process people's democracy at the grassroots level is both a theoretical and practical concern.By conducting investigations in three communities in Shanghai,this empirical study effectively addresses the triadic attributes of full-process people's democracy posited in academic discourse.Comparative case studies reveal that there are variations in the pathways to realizing whole-process people's democracy at the community level,with causative relationships found among party leadership,institutional development,and grassroots autonomy.Subsequent case analyses demonstrate that the implementation of whole-process people's democracy entails one or more of the aforementioned pathways,displaying the feature of having sufficient but not necessary conditions.These findings offer a rich reference for promoting whole-process people's democracy in a comprehensive manner and shaping a shared grassroots governance community.
