Effective Coordination of Fiscal and Monetary Policies:Theory and Practices from Poliey-based Finance

近年来,国内外财政政策和货币政策日趋呈现一体化趋势,政策性金融逐步成为二者的有效结合点。文章以政策性开发性金融工具为例,探讨财政政策和货币政策协调配合的实现路径与实践经验,提出进一步健全政策性开发性金融工具的长效管理体系、完善有利于提升工具效能的财政货币制度基础、推动财政政策与货币政策深层次协同配合等建议。

In countries around the world,fiscal policy and monetary policy have become increasingly intertwined,and policy-oriented finance has gradually become an effective combination of the two.The report of the 2Oth National Congress of the Communist Party of China clearly proposes the"enhancement of coordination between fiscal and monetary policies."The policy-based developmental financial instrument launched in June 2022 is an active practice.Taking the policy-based developmental financial instrument as an example,this paper discusses the realization path and practical experience of the coordination between fiscal policy and monetary policy.The objective is to put forward suggestions to further improve the long-term management system of the policy-based developmental financial instrument,strengthen the foundation of the fiscal and monetary systems that is conducive to enhancing the effectiveness of the instrument,and promote the deep-level synergy between fiscal policy and monetary policy.
