机场群容量资源战略一体化配置方法

Integrated method for strategically allocating capacity resources in a multiple airport system

摘要 为了提高机场群机场资源和空域资源的利用效率,减少预期航班延误,本文提出了一种机场容量和空域容量一体化的配置方法,在满足航班运行、机场和空域容量等约束下最小化时刻配置成本。本文提出的一体化方法主要包括三个模型:时刻配置模型、扇区随机排队模型和扇区容量战略配置模型。时刻配置模型考虑了机场容量资源和时刻配置规则对航班时刻进行配置;扇区随机排队模型用来计算配置后的时刻表在战术运行时的预期延误;空域容量配置通过分配扇区内各个航路点的容量,为处于高峰时段的航路点提供更多的容量以减少延误。本文将提出的一体化配置方法应用于粤港澳大湾区机场群,对2019年12月21日的容量资源进行优化配置。实验结果表明,相比于现有的时刻优化配置、空域战术管理这一顺序决策过程,本文所提方法可以更显著缓解空域内的拥堵情况,并减少战略时刻分配成本。本文的模型为机场群的时刻和容量配置提供了一个方法,该模型在未来可以应用于机场群的战略空中交通管理过程,为时刻协调、空域管理和流量管理提供参考。 To improve the utilization efficiency of airport and airspace resources and reduce tactical flight delays,this paper proposes an integrated method for allocating airport and airspace capacities to minimize the displacement related to flight operations,airport capacity,and airspace capacity.The integrated method consists of three models:a slot allocation model,sector random queuing model,and sector capacity strategic allocation model.The slot allocation model takes into account airport ca-pacity resources and scheduling rules to modify flight schedules.The sector random queuing model is established to calculate the expected delay of the modified schedule during tactical operations.The airspace capacity allocation model allocates a certain capacity to each fix within a sector,providing larger capacities to congested fixes during peak periods to reduce flight delays.The proposed inte-grated allocation method is applied to allocate the capacity resources of the Guangdong-Hong Kong-Macao Greater Bay Area multiple airport system(MAS)on December 21,2019.The results of nu-merical experiments indicate that compared with the sequential decision-making process of the cur-rent scheduling intervention and airspace capacity tactical management,the proposed method can sig-nificantly relieve congestion in the airspace and reduce the displacement cost.The models presented in this paper constitute a new method for the MAS scheduling and capacity allocation,which can be applied to the MAS strategic air traffic management in the future,providing references for schedule coordination,airspace management,and flow management.
