In practice,the application field of the recordation review linkage mechanism has experienced the expansion from the CPC s internal regulation system to the national legal system.Article 115 of the Legislative Law amended in 2023 takes the transfer for review of the recordation review linkage mechanism as an independent review method,further highlighting the unique value of the recordation review linkage mechanism.The recordation review linkage mechanism has many functional advantages:to avoid review recommendations not reviewed because the correct recordation review authority is not found,to alleviate the supervision problem of documents issued jointly by multiple entities,to integrate independent and decentralized recordation review resources,to make up for the deficiencies of the system of multiple reviews and the mismatch between the power to review and the power to correct errors,and to promote the convergence and coordination of CPC s internal regulations and national laws.At the same time,the mechanism is also faced with the specific problematic mechanism,the lack of rigid constraints,limited participants and other difficulties.In the future,the specific design of the recordation review linkage mechanism should be further improved,the rigid binding force should be enhanced,the enthusiasm of multiple participants at the central and local levels should be enhanced,and the recordation review linkage mechanism should be transformed from a loose,procedural and temporary type to a tight,content and normal type.
