创新型城市试点政策能有效驱动企业数字化转型吗?

Can innovative city pilot policy effectively drive the digital transformation of enterprises?

如何从政策层面推动实体经济数字化转型是当下值得关注的重要议题。国家创新型城市试点政策作为推动经济结构转型与新旧动能转换的重要制度设计,能否对我国企业数字化转型产生重要影响?以国家创新型城市试点政策为准自然实验,利用多时点双重差分模型考察其对企业数字化转型的影响。研究发现:国家创新型城市试点政策能促进企业数字化转型,该结论在经过一系列有效性与稳健性检验后仍成立。机制检验表明:试点政策主要借助创新环境优化与创新资源集聚驱动企业数字化转型。异质性分析发现:在非国有、大规模与高新技术企业,以及营商环境较好、财政压力较小的城市,试点政策更能促进企业数字化转型。拓展分析表明:试点政策能通过空间溢出与生产网络溢出带动非试点城市企业数字化转型;同时,试点政策虽扩大了城市内数字鸿沟,但能有效缩小城市间数字鸿沟,促进区域数字转型协同发展。研究结论丰富并拓展了国家创新型城市试点政策的微观经济效应,不仅为化解当前企业数字化转型困境提供切实可行的经验路径,也为数字技术深度赋能实体经济、重塑产业竞争优势及实现中国式现代化提供参考。

Promoting the digital transformation of the real economy from the policy level is worthy of consideration.As an important institutional design to promote the transformation of economic structures and the transformation of old and new growth drivers,can the national innovative city pilot policy have a significant influence on the digital transformation of Chinese enterprises?This study builds a multi-point difference-in-differences model based on the quasi-natural experiment of a national innovative city pilot policy,systematically investigating its impact on the digital transformation of enterprises.The results show that the policy can promote the digital transformation of enterprises,and this conclusion is still valid after a series of validity and robustness tests.The mechanism test shows that the pilot policy mainly drives the digital transformation of enterprises through the optimization of the innovation environment and innovation resource agglomeration.The heterogeneity analysis shows that pilot policy can better promote the digital transformation of non-state-owned,large-scale,and high-tech enterprises and those in cities with better business environments and less financial pressure.The expansion analysis shows that the pilot policy can drive the digital transformation of enterprises in non-pilot cities through spatial and production network spillovers.Although the policy expands the digital divide within cities,it can effectively narrow that across cities and promote the coordinated development of regional digital transformation.The study's conclusions enhance and expand the microeconomic effect of the national innovative city pilot policy,providing a practical and possible empirical path to solve the current dilemma of enterprise digital transformation.It also provides a reference for digital technology to deeply empower the real economy,reshape industrial competitive advantages,and realize Chinese-style modernization.
