全球治理视域下构建人类命运共同体的中国方案

China’s Plan for the Construction of a Community with a Shared Future for Mankind from the Perspective of Global Governance

人类命运共同体思想是新时代中国向国际社会提供的一种基于世界各国人民共同利益和国际正义的全球治理思想,为全球治理体系变革提供了新的理论范式。当前全球治理体系结构失衡、全球治理理念与规则滞后、全球治理公共产品赤字,更加凸显出构建人类命运共同体的重要性和紧迫性。人类命运共同体思想具有丰富的理论内涵和价值意蕴,涵盖政治、社会、经济、文明和生态五位一体的价值追求,是与现行全球治理思想存在质的不同的全球治理方案。作为一个负责任的新兴大国,中国积极推动全球治理体系改革和创新,不仅为发展完善全球治理体系贡献了中国智慧,并从国际关系、经济合作、多边贸易、公共卫生安全、金融治理多个维度着手,为人类命运共同体的建构提供了中国方案。

The thought of a community with a shared future for mankind is global governance thought offered by China to the international community in the new era.Based on the common interests of all peoples and international justice,it provides a new theoretical paradigm for the transformation of the global governance system.It is highly important and urgent that a community with a shared future for mankind be built due to the imbalance in the current structure,the lagging concepts and rules,and the deficit of public goods in the global governance system.The idea of a community with a shared future for mankind,a global governance program fundamentally different from the current idea of global governance,has rich theoretical connotation and value implications,covering the value pursuit of politics,society,economy,civilization and ecology.As a responsible emerging power,China has actively promoted the reform and innovation of the global governance system,not only contributing Chinese wisdom to the development and improvement of the global governance system,but also providing Chinese solutions for the construction of the community of human destiny from multiple dimensions of international relations,economic cooperation,multilateral trade,public health and security,and financial governance.
