新时代推进城市社区协商治理的对策研究

Research on Strategies for Promoting Urban Community Consultation Governance in the New Era

加强城市社区协商治理是我国国家治理体系和治理能力现代化的重要内容之一,也是我国基层治理、基层服务的重要内容。党的十八大以来,我国出台并实施了一系列有关城市社区协商治理的政策和措施,推动了社区协商的生动实践,提升了社会治理效能,增强了社会和谐稳定。社区协商治理在取得显著成效的同时,当前也面临着诸多的困难和挑战,必须强基固本,强化社区党组织引领;优化力量,加强社区人才队伍建设;勇于担当,探索创新社区协商治理模式;善于总结,加强社区投入保障;积极引导,推进多元主体协同发展,以“建设人人有责、人人尽责、人人享有的社会治理共同体”,全面提升社会治理水平。

Strengthening consultation governance in urban community is an important content of China’s grass-roots governance and service as well as one of the important contents of the modernization of China’s national governance system and governance capacity.Since the 18th CPC National Congress,China has introduced and implemented a series of policies and measures on urban community’s consultation governance,which has promoted the practice of community consultation,improved the efficiency of social governance,and enhanced social harmony and stability.While community consultation governance has achieved remarkable results,it is also facing many difficulties and challenges at present.It is necessary to strengthen the foundation and strengthen the guidance of the community Party;to optimize resources to strengthen the construction of community team;to take responsibility to explore and innovate community consultation governance model;to draw the lessons and strengthen the guarantee of community input;and to actively guide and promote the coordinated development with multiple subjects,so that we could"build a community of social governance in which everyone has responsibilities and takes his duty,and everyone enjoys",comprehensively improving the level of social governance.
