新质生产力下产业发展方向与战略——以江苏为例

The Direction and Strategy of Industrial Development under the New Productivity:Taking Jiangsu Province as an Example

在当前技术革命的背景下,新质生产力本质上就是以“算力”为代表的新质态的生产力,是实现中国式现代化的经济基础。它要求产业内涵具有知识性,产业发展具有未来性,产业布局要凸显虚拟性,产业组织要偏向扁平性,产业创新要突出基础性,产业政策要注重平等性等。当前,江苏产业发展正处于结构改革阶段,需要不断提高生产性服务业的比重,加强“链主”企业与专精特新企业之间的联系,提升和改造传统产业等。目前,江苏在未来产业发展上存在总体布局速度较慢、省内布局不平衡、支撑要素生态不够优化等主要问题。为率先实现中国式现代化、有效应对加速发展新质生产力的现实挑战,江苏产业发展宜在战略和政策上采取锻造长板+补足短板、整体推进+重点突破、虚拟集聚+物理集聚、市场需求+制度供给、国内循环+国际循环等新办法和新措施。

In the background of the current technological revolution,the new productivity is es-sentially the new quality of productivity represented by"computing power".As the economic foun-dation for the realization of Chinese modernization,the new productivity requires that the industrial connotation highlights knowledge,the industrial development is oriented to the future,the industrial distribution highlights the virtual nature,the industrial organization is inclined to be flat,the indus-trial innovation highlights the fundamentals,and the industrial policy pays attention to the equality.At present,the industrial development in Jiangsu is facing some obvious structural reform issues,such as increasing the proportion of productive service industry,strengthening the connection be-tween"chain leader"enterprises and specialized and sophisticated enterprises,and upgrading the traditional industries,etc.In terms of future industrial development,this paper points out that al-though Jiangsu has developed its manufacturing industry at this stage,but is confronted with some problems like the slow pace of overall deployment,unbalanced distribution within the province,and insufficient optimization of the ecology of supporting factors.In order to tackle the challenges of accel-erating the development of new productivity and take the lead in the construction of Chinese moderni-zation,it is appropriate for Jiangsu's industrial development to adopt new strategies which include forging strengths and making up for the deficiencies,implementing overall progress and achieving ma-jor breakthroughs,promoting virtual agglomeration and physical agglomeration,taking advantage of market demand and system supply,driving the domestic circulation and international circulation.
