The rapid development of artificial intelligence,in promoting social and economic development at the same time,brings great ethical and social problems,the ethical governance of artificial intelligence is increasingly important.Guided by the thought of scientific and technological ethical governance and based on the characteristics of artificial intelligence,this paper analyzes the ethical issues of artificial intelligence,expounds the concept of artificial intelligence ethical governance,puts forward three-dimensional analysis framework of the core elements of artificial intelligence,the innovation process and the subject responsibility,and makes a case study of automatic driving.
