近年来,国际能源格局加速调整,特别是在乌克兰危机等因素的冲击下,国际能源安全形势呈现诸多新特点和趋势。新型能源安全风险凸显,但油气仍是能源安全关注焦点;能源“政治化”特点凸显,但全球化大趋势难以逆转;能源低碳转型近期遇挫,但全球清洁能源发展提速;国际能源系统成本或进入上升通道。国际能源安全形势的变化是一个复杂的过程,需要以综合的视角、动态的安全观进行观察。未来,推动国际能源贸易与合作仍是绝大多数国家的选择,维护能源安全需要注重发展、安全与环保的动态平衡。

In recent years,the international energy landscape has accelerated its adjustment and the international energy security situation has presented many new characteristics and trends especially under the impact of the Ukraine issue and other factors.New energy security risks are highlighted but oil and gas are still the focus of energy security concerns.Characteristics of politicizing energy have been highlighted but the general trend of globalization is difficult to reverse.Energy low-carbon transition meets setbacks recently but the global development of clean energy speeds up,and the cost of the international energy system may enter a rising channel.Changes in the international energy security situation are a complex process that needs viewing from a global and dynamic security perspective.In the future,the promotion of international energy trade and cooperation will continue to be the choice of a majority of countries,and maintaining energy security will require a dynamic balance between development,security,and environmental protection.
