海南自贸港航煤市场展望及发展建议

Development prospect and suggestion of aviation fuel market in Hainan Free Trade Port

航空运输是进出海南的重要交通方式,自贸港的建设和发展为海南的航煤市场打开了巨大的增长空间,预计到2025年和2030年,海南航煤需求量在低情景下将分别达到160万吨和300万吨,高情景下将分别达到200万吨和400万吨,比2020年分别翻一番和两番。与新加坡和中国香港两大国际自贸港比较,目前海南机场的航油供应体制落后,航煤供应来源和航煤加注主体单一,航煤价格偏高,海南现有航煤市场管理机制难以满足自贸港未来快速发展的需求。为提高海南自贸区航煤供应的可靠性和航油加注服务的价格竞争力,建议实行航煤管道公共化、航煤供应多元化,以助力海南建设国际航空枢纽港的要求。

Air transport is an important mode of transportation in and out of Hainan province.The construction and development of free trade port has opened up huge growth space for Hainan's aviation fuel market,and it is expected that by 2025 and 2030,Hainan's aviation fuel demand will reach 1.6 million tons and 3.0 million tons respectively under the low scenario,and 2.0 million tons and 4.0 million tons respectively under the high scenario,which is double and quadruple that of 2020.Compared with Singapore and Hong Kong,China,the current Hainan airport aviation fuel supply system is backward with high prices and a single source of aviation fuel supply as well as a single aviation fuel refueling main body,leading difficult to meet the rapid development of the future needs of the free trade port for Hainan's existing aviation fuel market management mechanism.In order to improve the reliability of aviation fuel supply and the price competitiveness of aviation fuel refilling services in Hainan Free Trade Port,it is suggested to make aviation fuel pipelines public and diversify aviation fuel supply,so as to help Hainan meet the requirements of international aviation hub port.
