“老有所养”能否促进“老有所为”——社会养老保险对农村老年人社会参与的影响

Can"Care for the Elderly"Promote"Worthiness——Impact of Social Pension Insurance on the Social Participation of Rural Elderly

基于2011—2018年中国健康与养老追踪调查数据(CHARLS)和断点回归设计(RDD),分析社会养老保险对农村老年人社会参与的影响和作用机制。研究发现:领取社会养老保险能够促进农村老年人的社会参与;领取社会养老保险既会通过提高个人收入、缓解收入不平等和改善身体健康进而促进社会参与,又会通过增加非农劳动供给进而抑制社会参与;领取社会养老保险对社会参与的促进作用对于男性、有自有住房者、已婚有配偶者、与子女同住者、中西部居民和新农保时期(2011—2013年)更加显著。

Based on the data of China Health and Retirement Longitudinal Study(CHARLS)from 2011 to 2018 and the regression discontinuity design(RDD),this paper empirically analyzed the effect and action mechanism of social pension insurance on the social participation of rural elderly.The results revealed that,receiving social pension insurance could promote the social participation of rural elderly by increasing personal income,reducing income inequality and improving physical health.Meanwhile,receiving social pension insurance could inhibit the social participation by increasing non-agricultural labour supply.The positive effect of receiving social pension insurance on social participation was more significant for the male,homeowners,marrieds,those living with their children and the residents in the central and western regions,as well as in the new rural pension soheme period(2011-2013).
