摘要
高校承担着防范重大风险、处置突发事件、保护师生安全、维护校园稳定的重要职责,增强高校应急治理能力,不仅是国家治理能力现代发展的要求,也是教育高质量发展的必然要求。当前高校应急管理能力评价研究较为广泛,主要包括:理论框架建设、评价指标体系构建、评价方法与工具开发等。运用模糊层次分析法(FAHP)构建一套评价体系和方法,具有较强的操作性,对当前高校应急管理工作的评价提供新的视角。
Universities bear the important responsibilities of preventing major risks,dealing with emergencies,protecting the safety of teachers and students,and maintaining campus stability.Strengthening the emergency governance capabilities of universities is not only a requirement for the modern development of national governance capabilities,but also an inevitable requirement for the high-quality development of education.The current research on the evaluation of emergency management capabilities in universities is relatively extensive,mainly including the construction of theoretical frameworks,the construction of evaluation index systems,and the development of evaluation methods and tools.The authors use the fuzzy analytic hierarchy process(FAHP)to construct a set of evaluation system and method,which has strong feasibility and provides a new perspective for the evaluation of current emergency management in universities.
