“双碳”目标下政府与企业减污降碳协同治理演化机制与提升路径

Evolution Mechanism and Improvement Path of Collaborative Governance Between Government and Enterprises in Reducing Pollution and Carbon Emission Under the Dual-carbon Goal

摘要 “双碳”目标下,减污降碳协同治理不仅事关当下,更事关未来绿色高质量发展空间。基于中央政府监管和环境规制下“中央—地方—高排放企业”如何形成合力、实现减污降碳协同治理的现实问题,构建三方协同治理演化博弈模型,设计多元化的命令控制型和市场经济型政策组合嵌入到纵向治理体系中,通过模型求解确定了影响系统主体策略演化的关键因素,明确了提升系统协同治理的关键演化条件和路径。研究表明,通过激励和约束相匹配的补贴和税收等政策设计,可以增强地方政府积极治理力度,促进企业应用绿色技术治污减排,提升减污降碳协同治理效能。 Under the constraints of the dual carbon goals,achieving collaborative governance of pollution reduction and carbon reduc-tion is not only related to the present,but also to the future green and high-quality development space.Based on the urgent practical problem of how"central government-local government-high emission enterprises"form a joint force to achieve collaborative governance of pollution reduction and carbon reduction under the environmental regulation and the supervision of the central government,an evolu-tionary game model of tripartite collaborative governance is constructed and solved,and a diversified command-controlled and market e-conomy based policy combination is designed to be embedded in the vertical governance system,and the key factors affecting the evolu-tion of system strategy are solved,and the key evolutionary conditions and paths for achieving collaborative governance are clarified.The research has proved that designing policies such as subsidies and taxes that match incentives and constraints can enhance the active governance efforts of the local government,promote the application of green technology in emission reduction by enterprises,and en-hance the efficiency of collaborative governance on pollution reduction and carbon reduction.
