新自由主义治理性视角下PISA传输的国际比较与数据治理之作用 被引量:1

The Functions of International Comparisons and Data Governance Transmitted by PISA from the Perspective of Neoliberal Governmentality

摘要 新自由主义治理性的首要课题是:如何将教师转化成有担当的主体,力行自我提升以实践社会的集体责任。要达到此种目标,必须将在乎自我嵌入教师的自我知识,继而使他们以关爱自身来运作主体性。这种主体性化的策略往往仰赖道德规范的认知,才能在自我知识的深处激活在乎自我机能。由此而言,主体性化是将教师打造成道德主体的关键策略。基于此种关联性,本文以OECD的PISA为议题,阐述其国际比较如何将教学质量链接于人力资本,继而产生希望与恐惧话语,并藉此话语运作数据治理,将教师改造为可统治的主体,致力运用教学承诺来实践国家发展的集体责任。 The primary assignment of neoliberal governmentality is to transform teachers into responsible subjects who can fulfill their collective responsibility for the national future through professional development that enhances their teaching quality.This attempt is attainable when subjectification is activated through the embeddedness of care of self within self-knowledge.As such activation relies on the acknowledgement of ethics,subjectification can be viewed as a gateway for changing teachers into moral subjects.These correlations can be illustrated through the case of the OECD’s PISA,in which international comparisons engender the discourse of hope and fear,enabling many governments to exercise data governance by which teachers are remoulded into moral subjects dedicated to accomplishing their commitment to national development through their high-quality teaching.
