坚持以人民为中心是习近平新时代中国特色社会主义思想的重要内容。作为一项执政理念,人民中心观体现了中国共产党的核心价值取向,必然要以具体的实践形式予以表达。人民中心观的实践形式具有时代性、多元性和基层性,并对地方政府施政和创新能力提出了要求。“美好环境与幸福生活共同缔造”活动是近年来兴起的一项地方实践探索,其体现了执政党服务人民需求、汇聚人民力量、追求人民满意的价值理念,回应了人民中心观从理念到实践的内在要求,从而推动了人民中心观在基层治理场域的有效表达。从实践过程看,新时代践行人民中心观的关键在于激发社会内生治理效能,并取决于若干核心要素,包括国家话语的有效转换、行动框架的有效构建、组织资源的有效动员、体制机制的有效创设以及群众主体的有效赋能。
