纽带与参与:寻找村治的当前基础——基于DH村“商治”实践的启示

Bonds and Participation:Exploring the Contemporary Foundations of Village Governance—Insights from the Practice of‘Negotiation Governance'in DH Village

村治的基础是重要的理论和实践话题,只有建立在一定的基础之上,村治才能够良好地运转。与集体化时期的村治具有制度化的经济基础和组织基础不同,现阶段村治建立于上的基础却是不明确的,从而给现代村治的实践带来了难以克服的困扰,因而,讨论现代村治的基础并非无足轻重,寻找村治的当前基础也迫在眉睫。浙江省温岭市DH村的“商治”实践表明,在历经了社会变迁的今天,能够把村民联结起来的纽带与一定形式的村民参与是当前村治良好运转不可或缺的条件,也构成了现阶段村治立足于上的两个重要基础。本文的目的不是提出塑造当前村治基础的具体路径,而是提出现代村治的当前基础这一问题本身。在基层治理现代化的大背景下,村治的基础问题需要更多研究者的持续探索。

The foundation of village governance is not only a significant theoretical subject but also a crucial practical one.Village governance can only function effectively when built upon a certain foundation.Unlike the collectivization era,where village governance had institutionalized economic and organizational bases,the current foundation for village governance remains unclear,posing considerable challenges to modern village governance practices.Therefore,exploring the basis of modern village governance is far from a trivial theoretical issue;it is an urgent task to identify the contemporary foundation of village governance.The practice of‘negotiation governance’in DH Village,Wenling City,Zhejiang Province demonstrates that,following changes in social structure,the bond connecting villagers and a certain form of villagers’participation are essential conditions for the successful operation of current village governance.They also constitute two key foundations for village governance at this stage.This paper does not aim to propose a specific path to shape the contemporary foundation of village governance,but rather to highlight the issue itself of the current basis of modern village governance.In the context of grassroots governance modernization,the fundamental issues of village governance require further exploration by more researchers.
