高职院校专业群项目制治理的三重限度与突破路径

摘要 从“国家示范性高职院校”建设到“双高”建设,高职院校项目制治理模式促进了我国高职院校的发展,专业群项目制治理作为高职院校项目制治理的核心子项目,具有项目制治理特征和体系化价值。但是,目前专业群项目制治理还存在逻辑、效用和评价等三重限度,即逻辑层面存在事本逻辑、择优逻辑和管控逻辑等限度,效用层面存在资源依赖、运作经费和项目时限等限度,评价层面存在目标导向异化、第三方评价缺位和过度重视评价结果等限度。据此,高职院校专业群项目制治理的突破路径为:逻辑规避方面,应强化专业群项目的系统性治理、完善中标机制和优化政策执行体系;效用突破方面,应强化项目目标管理、完善经费管理机制和把握长效发展规律;评价优化方面,应完善专业群项目绩效评价体系、构型数字化全过程评价系统和构建第三方评价体系。 From the construction of"National Demonstration Vocational Colleges"to the construction of"Double High Plan for Higher Vocational Colleges",the project-based governance model has promoted the development of higher vocational colleges in China.As the core sub-project of project-based governance in higher vocational colleges,the project-based governance of specialty groups in higher vocational colleges has the characteristics of project-based governance and systematic value.However,the project system governance of specialty groups stll has three limits:logic,utility and evaluation.The logic level has the limit of matter based logic,priority logic and control logic.The utility level has the limit of resources dependence,operating funds and project time limit.The evaluation level has the shackles of the alienation of performance target orientation,the absence of the third-party evaluation,and excessive emphasis on evaluation results.According to this,we should build a breakthrough path for the project management of specialty groups in higher vocational colleges.In the aspect of logic elusion,we should strengthen the systematic governance of specialty group projects,improve the bid winning mechanism and optimize the policy implementation system;in terms of utility breakthrough,we should strengthen project target management,improve funding management mechanism,and grasp long-term development laws;in terms of evaluation optimization,we should improve the evaluation system of specialty group project performance,build a digital whole process evaluation system and build a third-party evaluation system.
