教育均衡视域下中等职业教育资源配置现状、问题及方略——以长江经济带为例

Current Situation,Problems and Strategies of Resources Allocation of Secondary Vocational Education from the Perspective of Educational Balance ——Taking the Yangtze River Economic Zone as an Example

合理的职业教育资源配置是区域职业教育协调可持续发展的保障。通过对2013-2020年长江经济带中等职业教育资源配置情况进行测度,发现长江经济带中等职业教育资源配置总体呈现上升态势,集中反映在师资力量大幅提升以及经费投入不断增加等方面,这为职业教育现代化建设奠定了基础。但长江经济带中职教育资源配置面临着办学条件不达标和区域性失衡两大挑战。未来,优化长江经济带中等职业教育资源配置,应加强跨区域多主体合作的顶层设计;以需求为主导,补足短板;加强合作,共享共建优质职业教育资源,以实现长江经济带各省市中等职业教育均衡发展。

Rational allocation of vocational education resources is the guarantee for the coordinated and sustainable development of regional vocational education.By measuring the resources allocation of secondary vocational education in the Yangtze River Economic Zone from 2013 to 2020,it is found that the overall resources allocation of secondary vocational education in the Yangtze River Economic Zone shows an upward trend,which is mainly reflected in the significant improvement of teachers and the continuous increase of financial investment,which lays a foundation for the modernization of vocational education.However,the allocation of secondary vocational education resources in the Yangtze River Economic Zone is facing two challenges:the lack of school running conditions and regional imbalance.In order to optimize the allocation of secondary vocational education resources in the Yangtze River Economic Zone in the future,we should strengthen the top-level design of cross-regional and multi-agent cooperation;take demand as the leading factor and make up for the short board;strengthen cooperation,share and jointly build high-quality vocational education resources,so as to realize the balanced development of secondary vocational education in provinces and cities of the Yangtze River Economic Zone.
