中等职业教育人才培养质量评价——基于西部地区166所学校资源配置效率研究的视角

Quality Evaluation of Talent Cultivation in Secondary Vocational Education——From the Perspective of Resources Allocation Efficiency of 166 Schools in Western China

人才培养质量能否适应经济社会发展需要,是体现和衡量职业学校“产教融合、校企合作”办学水平的重要标准。从资源配置效率研究的视角,评价中等职业教育人才培养质量现状,运用数据包络分析法(DEA模型),测算了166所中职学校的资源配置效率值,得出受调查的中等职业学校资源配置的宏观现状,即中等职业教育资源配置效率偏低主要集中在达标类中专学校和职业高级中学,国家级重点和省级重点技工类学校的资源配置效率相对较高。达标类中职学校的效率相对较低主要是因为技术效率较低和规模收益递增导致。在此基础上,提出中等职业教育人才培养质量评价机制建设需要加强合作发展、实现数据驱动、促进制度完善。

Whether the quality of personnel training can meet the needs of economic and social development is an important standard to reflect and measure the level of vocational schools to achieve""industry-education integration,school-enterprise cooperation".From the perspective of resources allocation efficiency research,evaluating the status quo of talent cultivation quality of secondary vocational education,using data envelopment analysis(DEA model),the resources allocation efficiency values of 166 secondary vocational schools were measured,and the macro status quo of resource allocation in the surveyed secondary vocational schools was derived,that is to say,the low efficiency of resource allocation in secondary vocational education is mainly concentrated in the standard-achieving type of secondary vocational schools and vocational senior high schools,and the resource allocation efficiencies of the state-level key and provincial key technical category schools have relatively high resource allocation efficiency.The relatively low efficiency of secondary vocational schools in the up-to-standard category is mainly due to low technical efficiency and incremental returns to scale.On this basis,it is proposed that the construction of a mechanism for evaluating the quality of talent cultivation in secondary vocational education needs to strengthen cooperation and development,realize data-driven and promote system improvement.
