开放科学视域下学术期刊评价改革的进路

Research on the Reform of Academic Journal Evaluation from the Perspective of Open Science

我国的学术期刊正经历从简单量化评价到综合评价的过渡阶段,开放科学以公开、透明、共享、融合的特质对期刊出版全流程产生了颠覆式的影响,而这种影响也为期刊评价改革提供了新的路向。从重塑理念开始,学术期刊应逐步开放存取、共享数据、开放同行评议,以提升其社会效益。而期刊评价须探索符合中国实际的开放性指标,沿着动态多元的发展思路,进一步依托学术共同体开放同行评议的成果,提升开放性指标在评价体系中的权重,使期刊评价走向更加科学化、合理化和伦理化的道路。

At present,the evaluation of academic journals in China is undergoing a transitional stage from simple quantitative evaluation to comprehensive evaluation.Open science,with its characteristics of openness,transparency,sharing and integration,has produced subversive influences in the whole process of journal publishing,which also provides a new direction for the reform of journal evaluation.Starting from reshaping the concept,academic journals should gradually carry out open access,data sharing and open peer review to improve their social benefits.The journal evaluation should explore the open index in line with China’s reality,follow the dynamic and diverse development ideas,further relying on the academic community open peer review results,to a certain extent,enhance the weight of open index in the evaluation system.In this way,journal evaluation can be more scientific,rational and ethical.
