境外项目环境管理重点问题研究

Study on Key Issues of Environmental Management of Overseas Projects

加强境外项目环境管理是落实环境风险防范,提高项目环境可持续性的要求。文章以境外项目环境管理体系为对象,研究境外项目环境管理涉及的境外企业、项目股东、金融机构和母国政府等相关主体,分析项目全过程环境管理的趋势,梳理管理部门在行业引导、项目批准、环境监管等环节的管理要求。通过对比境外项目环境管理与ESG(环境、社会和治理)体系和国际标准之间的差异,识别了境外项目环境管理体系存在的制度不健全、ESG体系主流化不够、环境标准适用不高等问题,提出了加强制度建设、强化全过程管理、健全ESG体系、融合多元环境标准等建议。

Strengthening environmental management of overseas projects is a requirement for environmental risk prevention and improving project environmental sustainability.The article took the environmental management system of overseas projects as the object,studying the relevant entities involved in environmental management of overseas projects,such as overseas enterprises,project shareholders,financial institutions,and home country governments.It analyzed the trend of environmental management throughout the project process,and sorted out the environmental management requirements of management departments for overseas projects in industrial guidance,project approval,environmental supervision,and other aspects.By comparing the differences between environmental management of overseas projects with ESG(Environmental,Social and Governance)systems and international standards,the study identified the problems of inadequate institutional framework,insufficient mainstream of ESG systems,and low application of environmental standards in the environmental management system of overseas projects.Suggestions were proposed to strengthen institutional construction,strengthen whole process management,improve ESG systems,and integrate diverse environmental standards,etc.
