摘要
以江苏省某“两高”(高耗能、高排放)行业为主导的产业园区为例,探索了产业园区规划环评中碳排放评价的技术方法及工作路径。在摸清产业园区碳排放底数的基础上,结合政策分析设置碳排放目标指标,根据园区产业规划及碳减排方案科学预测产业园区规划碳排放量,并采用规划指标值进行碳排放评价,提出针对性的碳减排管控措施,为产业园区减污降碳工作提供决策依据,促进产业园区绿色低碳高质量发展,也为同类产业园区碳排放评价提供借鉴。
Taking a high-pollution and energy-intensive industrial park in Jiangsu Province as research example,this article explored the technical method and work path of carbon emission evaluation in the environmental impact assessment of industrial park planning.Based on the investigation of the carbon emission baseline in the industrial park,the carbon emission target indicators wereset through policy analysis.Based on the park s industrial planning and carbon reduction plan,the carbon emissiondata of the industrial park is predicted scientifically,and the carbon emission evaluation was carried out using planning indicators.Targeted carbon reduction measures were proposed to provide decision-making basis for pollution reduction and carbon reduction in the industrial park,promote the green,low-carbon,and high-quality development of the industrial park.This work may provide reference for carbon emission evaluation of similar industrial parks.
