河北省公立医院负债状况、成因及对策分析

Analysis of status,cause and countermeasures of liabilities of public hospitals in Hebei Province

[目的]了解河北省公立医院负债现状,分析公立医院偿债能力和负债成因并提出对策。[方法]采用描述统计和半结构性访谈,研究公立医院负债规模、结构、偿债能力等情况,并通过对关键知情者访谈,了解负债成因。[结果]2019-2021年,河北省公立医院负债规模年均增长11.61%,负债主要以流动负债为主;资产负债率从49.24%下降至48.47%,但仍高于全国平均水平。[结论]财政投入不足、取消药品耗材加成后价格调整未到位、医院刚性支出压力大和运营管理低效等是公立医院负债的主要原因。

Objective To understand the liabilities status,analyze the solvency and causes of liabilities of public hospitals in Hebei Province and propose countermeasures.Methods Descriptive statistics and semi-structured interviews were applied to study total liabilities,structure of liabilities and solvency of public hospitals.Causes of liabilities were analyzed through interviews with key informants.Results From 2019 to 2021,the annual average growth rate of liabilities of public hospitals in Hebei Province was 11.61%,and the liabilities were mainly current liabilities.The asset-liability ratio decreased from 49.24%to 48.47%,but it was still higher than the national average level.Conclusions The main reasons for the liabilities of public hospitals were insufficient financial investment,insufficient price adjustment after the abolition of drug and consumables markup,heavy pressure on hospital rigid expenditure,and inefficient operation and management.
