2012-2021年中国省级医疗卫生机构资源配置效率评价——基于超效率DEA-Malmquist模型

Evaluation on efficiency of resource allocation of provincial health care institutions in China from 2012 to 2021-based on superefficiency DEA-Malmquist model

[目的]评价近10年我国医疗卫生机构资源配置效率,分析其变化趋势,为提高我国医疗卫生机构运行效率提供参考。[方法]使用数据包络分析中的BCC-DEA模型和超效率DEA模型进行静态分析,同时使用Malmquist指数模型进行动态分析。[结果]研究发现中国医疗卫生机构资源整体水平较低且存在较大的省域和区域间差异。10年间我国医疗卫生机构资源配置效率变化主要分为3个阶段:2012-2015年为平稳上升期,2016-2018年为改革适应期,2019-2021年为新冠流行期。[结论]我国医疗卫生机构资源整体未实现有效配置,且效率水平存在较大的区域间差异,受政策环境和突发事件影响严重,波动较为明显。

Objective To evaluate the efficiency of resource allocation of medical and health institutions in China in the past 10 years and analyze its changing trend,and provide the reference for improving the operating efficiency of medical and health institutions in China.Methods BCC-DEA model and superefficient DEA model in data envelopment analysis were used for static analysis,and Malmquist index model was used for dynamic analysis.Results The study found that the overall level of resource of medical and health institutions in China was low and there were large provincial and regional differences.The changes of resource allocation efficiency in China's medical and health institutions in the past ten years were mainly divided into three stages:the steady rise period from 2012 to 2015,the reform and adaptation period from 2016 to 2018,and the COVID-19 epidemic period from 2019 to 2021.Conclusions The overall resources of medical and health institutions in China have not been effectively allocated.The efficiency level has a large regional difference,which is seriously affected by policy environment and emergencies,and the fluctuation is relatively obvious.
