天然气工程进度优化控制策略的研究

摘要 EPC模式在提升项目实施进度方面存在优势,但该模式使发包人监管职权弱化,造成项目投资成本增加和设计方从属地位带来的管理纠纷等问题给项目管理带来的不便也不容忽视。为解决上述问题,提出一种新的项目管理模式——EPC-CM模式,发包人与经理人和承包人订立公平可靠的契约,委托具有丰富实践专业能力和管理经验的经理人代发包人进行项目现场监管,实践证明EPC-CM模式在有效控制预期投资的前提下,可将同类项目的进度缩短23.7%,在相同时间段内工程量完成率是EPC模式的2~6倍。 EPC mode has advantages in improving the project implementation progress,but this mode weakens the supervision authority of the Employer,causing inconvenience to project management due to problems such as increased project investment costs and management disputes caused by the subordination of the designer.In order to solve the above problems,a new project management mode--EPC-CM mode is proposed.The Employer,the manager and the contractor sign fair and reliable contracts.The Employer entrusts managers with rich practical professional ability and management experience to supervise the project site.The practice shows that EPC-CM mode can reduce the progress of similar projects by 23.7%on the premise of effectively controlling the expected investment.The completion rate of quantities of EPC-CMmode in the same period is 2~6 times that of EPC mode.
