乡村治理主体结构优化研究

在历史使命的感召下,学者对现代化乡村治理展开了丰富的讨论。其中对乡村治理的讨论由治理机制和实践路径转为对治理主体的探讨。然而,乡村治理主体的结构仍然存在争议,需要进一步探讨。根据乡村治理主体各自不同的特点和功能,村委会和当代乡贤应作为乡村治理的首要主体并负责提出乡村治理的具体目标。基层政府可作为次要乡村治理主体,对村级在地力量提供资源保障并对治理过程进行监督。国家应作为乡村治理主体组合中的辅助力量,通过提供政策框架的方式保障不同乡村治理主体角色的合法性。

Recent studies have discussed the important of key stakeholders in neighborhood governance in rural areas in China and the structure formulation behind different stakeholders’cooperation.By taking in-depth study in functions and characters of different rural governance practitioners in rural neighborhood governance,the study suggests that local village committees and local leaders can take overarching role in leading rural neighborhood governance process.Government at the bottom level,such as town government can play a subsidiary role in governing neighborhoods,Another supplementary role player should be the central government,who points out the strategic approach and target for rural neighborhood governance.
